Health and Wellbeing Partnership
Our One Gloucestershire Health and Wellbeing Partnership brings together NHS, social care, public health and other public, voluntary and community sector partners.
Much of what we do is about working with you to develop healthy, active communities for the longer-term and improve the health, wellbeing and care of our citizens at every stage of life.
Working with local people we have now developed our 5-year Integrated Care Strategy for improving health and joining up care in Gloucestershire - now and into the future. You will find this and other plans on the One Gloucestershire ICS publications section.

Health and wellbeing priorities
Much of what we do is about working with you to develop healthy, active communities for the longer-term and improve the health, wellbeing and care of our citizens at every stage of life.
We will do this by focusing on key areas including:
- Early years – supporting the best start in life
- Adverse childhood experiences
- Healthy lifestyles
- Mental wellbeing
- Physical activity
- Social isolation and loneliness
- Housing.
Our committee
The Gloucestershire Health and Wellbeing Partnership is a statutory Committee established by the NHS Gloucestershire Integrated Care Board (NHS Gloucestershire) and Gloucestershire County Council as equal partners. It is a key component of the governance architecture of Gloucestershire’s Integrated Care System.
The Committee and its development has been informed by The Health and Care Act 2022 and associated national guidance. It brings together NHS, social care, public health and other public, voluntary and community sector partners to address the wider health, social care and public health needs of the population and the wider determinants of population health and wellbeing.
Alongside the Integrated Care Board, its purpose is to deliver the four fundamental purposes of the Integrated Care System as set out by the Department of Health and Social Care:
- improve outcomes in population health and healthcare
- tackle inequalities in outcomes, experience, and access
- enhance productivity and value for money
- help the NHS support broader social and economic development.
The Gloucestershire Health and Wellbeing Partnership was established by two founding members; the Chair (drawn from the existing Health and Wellbeing Board), and the Chief Executive of NHS Gloucestershire Integrated Care Board.
The founding members appointed the remaining members of the Partnership (full list of members available here), ensuring that they possess between them knowledge, skills and experience in:
- The determinants of health and wellbeing
- Primary, secondary and tertiary prevention
- Locality and community engagement and development
- Strategy and partnership development
- Programme planning and delivery
- Measurement, evaluation, and benefits realisation
- Working with people and communities and public/citizen voice and representation.
When appointing members to the Committee, active consideration is made to promoting diversity across the Partnership’s membership.
The Partnership meet at least six times a year and the typical cycle is bi-monthly meeting. Additional meetings may take place as required. Meetings details and papers are published on the Gloucestershire County Council website.
